RELEASE: Rep. Friedman Condemns Trump’s Termination of Tens of Millions of Dollars in Los Angeles Public Health Grants

Vows to fight back after successfully leading fight to reverse similar freeze last year

WASHINGTON, D.C. — Today, February 10, 2026, U.S. Congresswoman Laura Friedman (CA-30) condemned the latest attack by Trump terminating tens of millions of dollars in federal public health grants serving Los Angeles County. These cuts are a part of more than $600 million in congressionally approved investments being rescinded from four Democratic-led states. In Los Angeles, these cuts will impact programs that support HIV prevention, disease surveillance, and direct services for communities on the front lines of the fight against HIV.

In June 2025, Friedman led California Congressional Democrats in demanding the release of $19.8 million in frozen HIV prevention grants to the Los Angeles County Department of Public Health. That freeze forced LA County to functionally terminate contracts with 39 community health providers and nearly shut down HIV testing, PrEP navigation, and STD screening at the Los Angeles LGBT Center. After sustained pressure from Friedman, the administration reversed course and restored the funding in full.

“I led the fight against this administration when they froze HIV prevention investments last year, and we won. Now, President Trump is once again attempting to rip away tens of millions of dollars in investments for HIV prevention, public health workers, and groundbreaking research,” said Congresswoman Laura Friedman (CA-30). “These grants save lives. They connect homeless people to care, they support frontline organizations fighting HIV, and they build the public health infrastructure that protects my constituents. Just like I did last time the Trump Administration came after our communities, I won’t stop fighting back.”

Friedman represents organizations in Congress threatened by these cuts, including the Los Angeles LGBT Center which will lose $441,625 in investments for its Community High-Impact HIV Prevention Programs.
